Where does the ‘buck stop’? At the very lowest rung of the ladder? I believe the Warden was replaced but again, there is in between responsibility. Certainly the guards deserve prosecution for the attempted crimes of coverup. But the responsibility for their lackadaisical attitude towards their job responsibilities falls on the shoulders of at the very least immediate supervisor(s). I may have missed it but did anything happen to these guards immediate supervisor? And perhaps even that supervisor’s immediate supervisor? Incompetence at multiple levels IMO.
When on duty, why are guards permitted access to any internet capable device anyway? For what legitimate job related purpose? Anything that distracts the employee detracts from their job performance. A job such as prison guard requires full time concentration . In other words paying f’ing attention to what is going on around them. Competent supervision and this situation would have never had occurred.

Or did it happen because of something else?
